BIOGRAPHICAL/HISTORICAL: Ministerial associations were ecumenical organizations working to support fellow clergy and to address local issues. They sprang up in many locations across the United States in the twentieth century. The Winchester Ministerial Association was active at least as early as 1913. A similar association for Frederick County began meeting in 1929 and continued until about 1942. In 1955, there was an effort to revive the Frederick County association and join with the Winchester organization, giving rise to the Winchester-Frederick County Ministerial Association.

Initially, both the Winchester and Frederick County Ministerial Association drew its members from clergy of the main Protestant churches in the area. Its membership gradually expanded to include a greater number of Protestant congregations as well as the clergy from Sacred Heart of Jesus Catholic Church and Beth El Jewish Congregation.

In its early years, the Winchester and Frederick County Associations were concerned with many aspects of religious and moral life of the residents of Winchester and Frederick County. To encourage religious observance and adherence to Christian living, the Association weighed in on a variety of matters such as education, law enforcement, and public morals. The organization’s focus changed in the later twentieth-century as it attempted to offer more pastoral care, social services, youth programs, and support for drug and alcohol addiction and mental health issues.
