Copyright and other Restrictions
The Stewart Bell Jr. Archives provides access to digitized versions of materials and images for private study, scholarship, and research in accordance with U.S. Copyright Law (Title 17, U.S.C.).
Materials and images in our digital collections may be subject to copyright, donor restrictions, or other terms or conditions that restrict access and/or use of the resulting digital materials.
Whenever possible, the Stewart Bell Jr. Archives provides information about copyright holders and restrictions concerning its collections in catalog records, finding aids, and donor records. The Stewart Bell Jr. Archives will try to assist researchers with information about holders of copyright, but it cannot conduct copyright research. Determining the existence of copyright or any other legal restrictions, as well as obtaining permission from the copyright holder, is solely the responsibility of the patron.

Notice & Warning Concerning Copyright Restrictions
The copyright law of the United States (Title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted material.
Under certain conditions specified in the law, libraries and archives are authorized to furnish a photocopy or other reproduction. One of these specific conditions is that the photocopy or reproduction is not to be “used for any purpose other than private study, scholarship or research.” If a user makes a request for, or later uses, a photocopy or reproduction for purposes in excess of “fair use,” that user may be liable for copyright infringement.
This institution reserves the right to refuse a copying order if, in its judgment, fulfillment of the order would involve violation of copyright law.
Takedown Policy
The Stewart Bell Jr. Archives makes every effort to conform with copyright, privacy, confidentiality, and donor restrictions before content is disseminated. However, the nature of historical archival collections means that copyright or other information about restrictions may be difficult to determine.
If you claim copyright and believe that the Archives’ use of materials constitutes an infringement or a violation of privacy, you may submit a takedown request. Email the Stewart Bell Jr. Archives at archives@handleyregional.org or send a letter by mail to Stewart Bell Jr. Archives, Handley Regional Library, 100 W. Piccadilly St., Winchester, Va. 22601. Please include the following information:
- Your contact details.
- The full details of the material.
- The exact and full url where you found the material.
- If the request relates to copyright, provide proof that you are the rights holder and a statement that, under penalty of perjury, you are the rights holder or are an authorized representative.
- The reason for your request including but not limited to copyright law, privacy laws, data protection, obscenity, defamation etc.
Upon receiving a notice that includes the details listed above, we will remove the allegedly infringing material from public view while we assess the issues identified in your notice.
